Has anyone experienced this issue?

The line seems to appear when the sun is reflecting directly into the camera.

 

The second image is taken about 2 minutes after the first one.

Haven't seen that myself yet, but fully expect to during the right time of year.  Is it triggering a recording, or are you happening to see this during a live view?

Looks tied to the sun, definitely.  What I think you're seeing here is basically a "digital" lens flare.  If it was gone in two minutes it doesn't seem like much of an issue.  The new silicone skins for Arlo Pro have a sort of lens hood design at the front, intended to help shield things like that.

It's not triggering the camera as far as I can tell.

I was during live view.

 

I also believe it is some kind of flare. It's just odd that it is located in the same place in  the image when it does happen.

This is an artifact of CCD sensors and occurs when very bright, small lights (in this case it looks like it is the sun) are in view or slightly out of view.  The effect is often called "vertical smear", and if you do a google search you can find out more about it.
