Giving permission to another user

Can I set up a second cell phone with their own email and pass word for the person I have given permission to use this system? If so how do we set the other phone phone up? Thank you for any assistance you can give me on this matter.

Yes.  Use Settings, Grant access to their email and follow the directions in the invitation email to set up their account.
