I have six cameras, a combination of Arlo Pro 2 and Arlo essential spotlights. Basestation is VRB400.

One of the Arlo Pro 2 cameras is monitoring the dogs' activity when they go to the basement and out the dog door. I don't want recordings or notifications for this one camera EXCEPT when we leave the house.

Is there a way to use Geofencing to target this one camera to record only when we are away? Alternatively, is there a way to at least stop recording during the daytime or using a HomeKit shortcut?

For all other cameras, I want them armed and sending notifications 24x7.

The key is to create a mode that has rules for only the cameras needed for a specific case. Thus, one mode would have all cameras except the dog door one for normal use and another mode that has all cameras having rules. You would then set geofencing to use the one without the dog door camera for Home and the other one with all cameras for Away.

I don't know why but having a really hard time figuring out how to do this. So far, I was only able to stop notifications on the dog camera. I can't figure out how to get it to notify me using geofencing the way you described.

Geofencing uses two modes according to where you are. For Away you would use the mode that includes the dog door with notifications while Home would use whatever other mode is suitable.
