Don't receive notifiction to verify identity

I'm dead in the water. I can't get into my account. Every time I choose the verification method, whether it is for my new iPhone or my email address on my laptop, I never get the verification code.  I  have spent hours trying different things, but nothing works. Can someone please help me figure out how to fix this?
