My friend has 9 Arlo Pros setup. He has to get a new computer. Are there any minimums when it comes to video cards, and playing video back from 9 cameras, or is an onboard video card going to be ok?

Integrated graphics is fine for this.
Not sure how well a Chromebook would work (not something I've tried).

I use a Lenovo Flex 5 13" Chromebook and it works fine. Lesser models may have issues but generally they should be fine also.

Not sure if it’s important to you but your limited to 5 cameras live streaming at the same time. Higher resolution cameras 2/4K will need higher internet and wifi capacity along with a subscription.
