We are in a rental and I'd like to set up my arlos here.
The property manager said the internet modem is in the adjacent property, not mine!!
However, I noticed there is an Apple TV hookup here. Can that be used to set everything up? Thank you.

"It depends." (TM)
Since there's apparently an Ethernet cable to the Apple TV hookup, you could potentially put an Ethernet switch with the existing Ethernet cable going to one port and two more going to Apple TV and the base. That assumes the existing network allows you to add devices (no MAC blocking). You could also potentially use a WiFi extender to connect to the existing WiFi and plug the base into that.
