Have tried to update base and security lights on iPhone 6 and older iPad but it will not. Closed out and back in and powered down base but nothing. See pic

This is the wrong section for the lights which seems to be what you're trying to update. You rebooted the base but what you need to do is pull the bridge off the outlet, pause and plug it back in to see if that helps.
