I have an Arlo Pro system that is 1 yr old. It has worked fine except it often does not record my neighbors car or activity on my property border. I have a restraining order on him and I believe he is dangerous.

Arlo uses a 2.4GHz WiFi signal which could be jammed by any device that has that ability. However, that would likely also jam any other similar WiFi signal in the vicinity so it's unlikely unless others are having WiFi issues. The more likely scenario is the distance of motion fro the camera with people detection only good up to ~25 feet, depending on various issues that can reduce that. A better choice may be a Q camera which can be set behind glass and uses pixel detection which works at far greater distances.
