Can I turn my Arlo off when I am home to avoid the constant messaging on my smart phone?

When I am home the cameras keep going off. Should I turn the base station off when I am home to avoid constant messages?

You can turn it off or use the Mode feature to set up a schedule if that's easier.  Another option is to use Geofencing in the Mode setting so that whenever you leave your home Arlo automatically turns on/off based on your phone's location.

Turning the base off will result in more rapid battery depletion since the cameras will be trying to connect to the now nonexistant base.  Use of the schedule, GF or the On/Off switch in Settings, My Devices, your camera(s) would be the preferred methods, depending on your needs.
