I understand with legacy cams (Arlo, Arlo Pro, Arlo Pro2, etc) you can have up to 5 cams on a basestation with cloud recording on the free tier. I also understand you can technically use multiple hubs/accounts and cross-share them to support 5 "additional" cams per additional basestation. However, I further understand that any single basestation can technically support up to 15 cams.
My question - is if I am not interesting in cloud/local recording - no motion detection, no playback, no smart features - only live streaming 1 cam at any given time (no concurrent streams) - could I add 15 cams to a single basestation without a subscription? Would this work as long as I dont open multiple live streams - or - would l I have to go in settings and disable/enable any attached cams exceeding the 5 cam limit every time I want to live view certain cams?

That's not correct. The camera limit is for account, not the base.

Yes (and you could also get motion detection notifications). You don't need to limit yourself to the legacy cameras either. https://kb.arlo.com/000062312/What-options-will-I-have-when-the-Arlo-Smart-3-month-trial-plan-ends
One practical question is whether a single base station will give you enough range to reach them all. If you have a mesh wifi setup, you could maybe add in some essential cameras that can be paired with your home wifi.

To clarify then, with 5 legacy cams added on 1 account and 1 basestation - and no paid subscription - what exactly happens when attempting to add the 6th legacy cam to that basestation/account?

I believe you won't be able to activate the 6th camera. https://community.arlo.com/t5/Arlo-Pro-2/Cannot-quot-activate-quot-new-cameras-Says-to-pay-subscript...
