Camera showing offline. Is it Battery problem or software problem?

I charged one of my cameras but when I unplug it it’s says camera is offline. I’m not sure if it’s battery problem or a software problem?

Reinsert the battery, watching the camera LED as you insert it. It should blink blue to indicate power is applied.
