Camera and porch light question

We have a motion sensor front light which is turned off. When watching the live camera of that location, it looks as if the light is turning on and off. (Picture front porch light). It honestly is really unnerving (spooky). Could this be the IR light perhaps? Trying to figure this out.

I've seen various Arlo cameras briefly turn their IR lights on at night, as if a system check was happening. Only lasts a second or two. 

I know I've seen my motion-detection lights show a red LED when motion is detected but I don't know if it's near IR like Arlo uses or actually red.
