Bought A Used Arlo Pro Security System - Installation Help

I just bought the Arlo Pro security system on Facebook with 9 cameras.  I pluged it into my router and all 3 lights are green ion Arlo but I can't get the light on my router to turn blue,  it staying red.  I have the app on my phone and Arlo will not find my phone and I have it set to the router that I hooked the Arlo base to. 

Does the seller have to clear it out for I can set it up?

The older owner must clear the base and cameras ( delete all ) from his account before another can claim it.

I talked to the the person I bought it off of and he said he did clear it out.
Would there be any other reason why I can't get it to find my phone?

Press and hold the reset button until the LEDs flash amber. Let it reboot and try again.
