Arlo pro Battery won’t charge?

So I just bought several arlo pro camera used. When I charge the battery ( with the original charger it came with). I see the rapid blue light flashing for a few seconds then off, I noticed every now and then the blue light flash again for 1 second then off. When I tried to sync the camera to the base ( i press the sync button but nothing, no light come out from the camera at all). I don’t even know if the battery is charged. I have no way to check the battery status on the app because I have not sync the camera so it’s not in the system. I bought 6 camera and tried a few different one but they act the same way. Does anyone know how to fix it? How do I know if the battery is charged?

The LED should be solid blue when fully charged.

I would also check the ac charge adapter.... for the Pro camera it needs a dual output voltage.

On the adapter ( in fine print ) it should say output voltage 5v AND output voltage 9v
