Arlo Pro won't sync; led flashes amber twice every 30 seconds

Camera won't sync.  Switched batteries with working camera.  No joy.  Tried to sync to different base station but no luck.  Sometimes -- but not all the time -- after pressing buttons to enter sync mode, the camera LED will flash TWICE in amber -- about every 30 seconds.

Attach the charger to that camera and then try and sync. while attached to the charger.
