I have tried to connect my Arlo Pro base station to a Netgear N300 WiFi Range Extender (model WN3000RP ) via ethernet cable.
I've been unsuccessfull - the light never turns green. HELP! I live in an apartment and the router is somewhere else where I can't reach it.

Is the extender definitely connected to the router? Can you connect your phone to the extender and get internet access?

I agree with steve_t, First, make sure the extender is even working. See if you can plug a laptop into and get connectivity. If you can, i see no reason the arlo base wouldn't connect, but it sounds like the extender isn't connected to the router correctly.
