Can a camera be traced by the serial number thats left in the devinfo page?

Only if recovered and you filed the serial number with the police....not by Netgear

If he leaves the camera in his system and the other person tries to use it, at least the new user won't be able to register it or use it either. At least that is my understanding. Now Arlo notifying him that it is trying to be used somewhere else is another story. Most companies don't want to get involved in court cases especially over such a small dollar amount.
If you are at your camera limit on your Arlo plan then I suppose just remove it from your account when you replace the camera and chalk it up to experience. Try to secure the camera a little stronger next time to make the theif go to a lot of work to take it and possibly just leave it in place.

Unfortunately, you can sync a camera to another base without removing it from the first. It's the base that can't be added to another account.

Shot my idea down then. It sure would be nice if they could do that. When the weather gets better I plan on moving one of my Pro cams from the old base station to the newer Pro base station which is physically much closer to the camera. I was thinking that I would first remove it from the old base then resync it to the new one. If I didn't remove it first but synced it to the new base, Would that temporarily count as my 6th camera, (I own 5 cameras and am still in the basic subsciption plan), and cause me a lot of grief?

I dunno the answer to that question as I've nnever tried it. I suspect that since it's still on your account the serial number would already be registered and thus would not count as a 6th camera but I don't know that for sure. I do suspect it would cause some potential issues if it were somehow still registered on the old base so it would be a good idea to remove it first before adding to the new base.

You can have 6 cameras sync'd while you're on the basic plan but you can only have 5 active cameras. In the devices list you'll have to have one camera in the lower half of the list under the inactive cameras section. In the devices tab, you'll have the 6th camera visible but with a notice saying you can't see this inactive camera until you upgrade your subscription.
Here's a quirk I had and someone else recently had. If you don't remove the camera from the first base and sync it to the second base, and if the first base remains online, in the android app, the camera will flash on as normal for a second and then show as offline. Through the web browser, the camera appears as normal
