Arlo Pro Wont Charge With Solar When Battery Level Depletes Too Low

Am running an Arlo Pro outdoors with the Arlo Solar Panel. What I notice is if the battery is discharged to about 20%, it is impossible for the solar panel to charge the battery back up to 100% -- even if I leave the camera off for a week. It will trickle charge say +5% then stall. My cam was stuck in at around 15% to 20% for two weeks before, out of frustration after moving the panel around thinking it was not getting enough direct sun without any charging progress beyond the 15% to 20% range, I AC charged it to 100%. Now, with the cam on, I can see the lightning bolt, indicating the battery is being charged by the Solar Panel.
Is this a defect in the battery and/or cam? Have you experienced this as well?

Is the camera & base station up to date with the most recent firmware? Is it possible to test another camera with that solar panel? That will help isolate the issue.
