Arlo Pro Camera Battery Dead

Recently had a battery stop accepting a charge. I have 3 cameras and one is hardwired. When a battery is low I swap the wired battery for the low to charge. Recently when I swapped the battery was dead. I swapped again 24 hours later and the previous battery had charged but the dead one will not work in the hardwired camera. The camera gives 2 amber flashes on boot and does not show as active anymore.

I put a backup battery in the hardwired camera and it did show up again with a plug icon, not the normal battery charging icon.

Is the battery that will not charge dead?

Why am I getting the plug icon instead of the battery charging icon on the replacement battery?

PS - the replacement battery has never been used. It has been sitting in a drawer for a long time.
