One of my 2 arlo cameras went offline after the installation of Arlo Smart and trying to set up an activity zone. Do we now need to climb the ladder, take it down and resync it? We are really trying to avoid climbing ladders.

Have you tried rebooting th base first?
Also, depending on the signal strength, two people can resync a camera with one at the base and one at the camera without removing it. You would still need the ladder but maybe not removing the camera.
