We need continuous recording and the ability to go back and look at videos on specific dates. Is it true that in order for a camera to do this, it must be hard wired (i.e., not run on battery) and we have to have a plan for each hard-wired camera?

Yes, you'd need a CVR plan for each camera and also they do need to be hard-wired (due to the higher power use).

Can any Pro camera be plugged into an outlet or do we have to order different cameras?

All pro models can be hard-wired.  Though if the cameras are outdoors, you need to use an outdoor-rated charger and cables.

Arlo's outdoor cables are integrated with their chargers.  The outdoor charger for the Pro 3/Pro 4/Pro 5 is here:

The outdoor charger for the Pro 6 is here:

Arlo no longer sells the outdoor charger for the Pro and Pro 2 models - both are end-of-life.  But you might be able to find a third-party or perhaps old inventory.

Can the charger be plugged into an outdoor extension cord or does it have to go into an outlet?

You can do it either way bases on your preference.

As @BrookeN says, it can be done either way. But if you use an extension cord, you should consider getting a cover box, to protect the connection from water penetration.

The outdoor charger has a 25 foot cable - which could be long enough to reach the outlet.
