My wife shared an invitation to link to her account. When received it is asking me to repeat the setup / sync steps to sync my phone app to the camera. Is that the only way to get this done? Squirrel box is 15 feet up a tree

No, you don't do that.
The simplest approach is for you to use her Arlo credentials in the app on your phone, Then you will have all the controls she has.
If for some reason you want to use the "friend" feature instead, then the next step is to have her check that the access was granted from her account.
Also, do you see "Feed" and "Dashboard" in your app menu? Or do you instead see "Library"?

I have both dashboard and feed. Feed has a pop-up message that I need to plan to view recordings. Dashboard shows a personalize your dashboard but add a widget is grayed out.

Understood. But she still should check that the invite was accepted in her account.
You could try clicking on the "create account" link on a PC. That will open your browser to my.arlo.com. From there you fully log into you account. Using a PC tends to be more reliable than using your phone.
Once done, you should see two "Home" locations on your main screen. One will have no cameras, the other has the shared cameras. Rename one to avoid confusion.
Once again, IMO the best approach here is to use the same account on both phones. That gives you full control of the cameras and eliminates the confusion of having two locations.
