I have 8 cameras and an Arlo Secure plan.
I'm trying to find out if it's possible to:
- Have some cameras record all motion but send no notifications to my phone
- Have other cameras record all motion and send notifications to my phone
Does anyone know if this is possible?

It is. You need to go edit the rules in the mode(s) you are using. There is a rule for each camera, and that rule includes the option to send a notification (or not).
I am assuming you see "Feed" and "Dashboard" in your app menu (and not "Library"). If that is the case, this article might be helpful to you:
As the article says, the "Arm Away", "Arm Home" and "Standby" modes can all be modified (so you can use them in ways that are very different from what their names suggest).
