Hi i am from Costa Rica and bought the Arlo Pro 5s in US. When trying to setup the camera the model is not showing the app. The last shown in the app is the Pro 4.
How to fix this problem.

Since only limited countries can get subscriptions as well as the slow roll-out of new devices to various regions, you can't add them, even if you have the latest app version. What country you bought the camera from doesn't matter - it's where you set up the account that does.
You can visit such an approved country with the camera, set up a new account, add the camera to that account and use a credit card from that country to purchase a subscription. Return home and the camera will work as if nothing changed. The alternative is to use a VPN to that approved country to do the same thing. Once the account/system is set up, no VPN would then be needed.
