The new Arlo app is TERRIBLE. it is impossible to set one camera as Armed and the other as Standby. This was incredibly easy in the old app. Whoever designed the new app should be fired

Not sure what your setup is so give us details. Generally, any camera without a rule is disarmed so in Standby that camera simply doesn't have a rule. If you want to use Standby with some camera active, those specific cameras should have rules but not any others. Similarly, do the same thing in Am Home/Away as needed.

Though not precisely the same, simply turning off the camera you want in "Standby" has essentially the same effect as disarming it.

Theoretically yes but risk is it doesn't reconnect to WiFi

Disarming has nothing to do with the connection. The camera still has to maintain a connection in order to change modes, use live view, update firmware, etc.

The camera remains connected to your wifi even when you turn the camera "off" in the device settings. If it didn't, then the camera couldn't be turned on again from the app.
Functionally the only difference between "disarmed" and "off" is that when the camera is "off" you need to turn the camera "on" before you can livestream it.
