Why do I have to download video to view? Tells me I can't view in browser. You must download to view.

Browsers generally can't display 2k or 4k videos due to licensing restrictions on the codec. Edge can view them with new/appropriate hardware and a purchased add-on. Change the resolution to 1080p and you'll be able to view in the browser but that rather negates the reason for high resolution cameras.
It's abrowser issue.

Yes. The add-on is the Microsoft HEVC windows extension (fwiw, it's not a browser extension, though you still can only watch the videos in Edge). Try it w/o the extension first, as some PC vendors might pre-install it. This also requires a 6th-gen or later processor in the PC.
Also, Safari will play them on newer Macs.
