pro 4 hub connectivity without wifi?

Only if you have the vmb4xxx, 5000 base/hub.

But you do need to have local wifi to use a mobile phone to do the initial setup unless you have a pc on the local network.

WHat is meant by "without WiFi"? You need an Internet connection to set up and use the system which can be done with either a wired connection (which is also needed for the hub) or WiFi (which is just a convenient way to not have to run wires to every device). If the OP has an Internet connection but no WiFi, it's possible to accomplish but still requires a router (which typically also supplies WiFi).
So, the question remains - what sort of network is being used to set up and use the system?
