I have three Arlo 4 Pro cameras two of which save video to a local base station.

 

For the third I want to use cloud storage.  The only subscription option available to me seems to be CVR.  As I don’t want (or need) continuously recorded video, is there a way to turn it off and use motion activated instead?

 

Or is there a plan other than CVR that allows for motion activated video recording?

The subscription you want is Arlo Secure.  There is a single-camera subscription available.
