I'm using Arlo Pro 4 Spotlight cameras with Smart Hub VMB5000-100NAS. When I had the free Arlo Secure trial I could log into the web based app my.arlo.com go to Library and choose the drop down for either the cloud or base station recordings. After the free trial ended I can no longer do this on the web app. I can still access the drop down from my iPhone app. The Arlo support person said that on the web based app you can only view the cloud based files but that doesn't seem correct given that it did have the option previously. Can anyone who doesn't have a subscription to the cloud option confirm if they can access their base station recordings from the web?

That is correct, the local recordings are only available in the app, not the browser.
