I have three of these cameras with a VMB 4540 Base station in my plan ran out and now it doesn’t give me the option to do local storage with the USB on the app. How do I record a USB with no plan with this set up? No wifi

Where have you looked? The local recording setup is in the hub's settings under Storage Settings. You should see Local Storage Settings to complete the setup. If not, reboot the phone and reinstall the app - any better?
