Solar panel charger weather resistant??

For my Pro 4. Box says "...weather resistant design..." but the Safety and Compliance Information in the box reads " ALWAYS Use the charger only in dry locations. Keep away from rain, snow or excessive moisture." So which is it??

There was another poster asking about this recently. It is meant for outdoor use so not sure why that warning is there. It needs sun to work so indoors would be useless.
