I have two Pro4 cameras and no base station after trial period I no longer have library.  If I add the VMB4540 or the VMB5000 will I be able to access a small library of saved videos from my phone?

It will require a subscription...

except it may be possible to have local recordings only with a memory backup on the base.

Yes, though there are a lot of caveats with direct access to local storage:

  • Videos are only available in the app (not the web browser)
  • Videos are only available to the primary account (not "friend" accounts)
  • There is no ability to save manual recordings or snapshots
  • There are no thumbnails/previews - you need to download the full recording to the phone in order to see it.
  • Remote access requires router setting changes that some find difficult (and which aren't available with some internet providers).

Also, you lose activity zones w/o a subscription (unless the cameras are AC powered).  Plus you lose phone support.

IMO, Arlo doesn't resolve issues with the direct access to local storage feature very quickly, which is something else to consider.
