Can the pro 4 cameras record to an existing pro 3 or ultra hub for local recording?

Yes. Any camera synced to that hub can be recorded locally.

When the camera is away from the base station and connected to my Wi-Fi network, can it record locally?

You would have to be connected to the Smart hub for local recording. If you connect via your wifi  network you would need a smart subscription when the smart trial runs out for cloud recordings.
