I have an Arlo pro 2 and it is recording and I have a pro 4 and it's not recording. They are both connected to the same base.
Why is the pro 4 not recording?

That is why.
Pro 2 (and other legacy cameras) were sold with 7 days of free cloud storage, and Arlo is still providing that.
Newer models like the Pro 4 do not come with any free cloud storage. You need a subscription for that. That began in 2018, when Arlo introduced the Ultra.

Even when I have a base? How can I record locally then?

You can still record locally to a VMB4000 or VMB4500. But you can't see those recordings from either the app or the browser (for any camera). Instead you need to eject the storage and connect it to a PC for viewing.
Upgrading the base to a VMB4540 would let you have direct access to local storage. But there are a lot of limitations:
- local recordings only accessible from the app (not the browser)
- local recordings only accessible from the primary account (not friend accounts)
- no ability to save manual recordings or snapshots
- no thumbnails (all videos have to be downloaded to the phone to view)
- remote access requires router settings changes that some find difficult (and which aren't possible with some internet providers).
