I have Ethernet cables run to the exterior of my house which is POE. Can I use this to charge my cameras? If so are there adapters to go from an Ethernet plug to the Arlo magnetic base plugs?

You could try a PoE to USB power adapter (splitter). One challenge here would be to find one that is outdoor rated.
Arlo sells detachable magnetic cables with their indoor charger, but those are not outdoor rated. So you'd need to try a third party outdoor rated cable as well.
