I have upgraded to an iphone 17.

Alerts come to my new iphone.

My old iphone is switched off and left at home, but geofencing doesn't switch the camera's to away mode when I leave with the new iphone.

Did you remove the old phone from the "Available geofencing devices" list?  You can find that list by pressing the profile icon in the upper left, then "privacy center".
