You'd need to set up a friend account for the second phone, and share the camera with that account.

The friend account doesn't have access to some camera settings, but does have access to the ones needed in normal use.

BTW, if you do this, it is best to accept the invite (click on "create account") on a PC - which should then open the browser to my.arlo.com.
