After much perusing of this board and website, what worked for me was to enable the Camera permission in the Arlo Secure android app. Once this was done, the app allowed me to proceed past the Add A Name screen.
Tried adding the camera via the website, but that didn't work. The Camera permission should obviously have been added automatically as part of the app install, but it wasn't. Arlo needs to fix this or new users are going to have a brickwall problem that most will be unable to solve.

Odd, as that permission gives the app access to the phone camera - not the Pro 4. And access to the phone camera isn't needed in that step.

This issue should be resolved with the latest version of the Arlo mobile app released for Android today. Make sure you have the latest version of the Arlo mobile app installed from the app store and try again.

Long press the app icon. Then tap the "i" icon (info). Then tap permissions.
Another reply says that a new app version is supposed to make this kludge unnecessary.
