Additionally you need the browser setup to use the hardware.
Be aware that browsers have the ability to hog the hardware especially edge.
Do you have a high performance video card with hevc capability?

You ask things beyond my scope of knowing where to start to answer them. I use computers out of necessity. like a lot of people im unaware of the specifics of this computer. I understood it as being able to play videos though. it can play youtube and twitter videos just fine. this HEVC is very obscure. So i'd like to answer your question but im not exactly knowledgable on how to attain the information. Seems like most people just need to buy an apple product to play their recordings without downloading them. Ive found no other answer besides that which i can actually use

Do you know how to setup an emulator for safari on PC. I have accomplished such kinds of popular tasks using step by steps online. If i use an emulating environment for safari would i then be able to play the videos regardless of hardware? I'm too novice to give any opinions on if the hardware is considered strong or not. Probably converting to a emulator is my best shot since there's lots of literature online for amateurs to use. i *did* read that safari can play HEVC. No hardware quals were specified either, from what i read. So Safari should work regardless of hardware right?

I mentioned hardware since you wanted to play hevc sufficiently. The ability to play consistently will be dependent on the processing power of the pc your using hence the need for extra video hardware performance.

With Windows 10, you need a combination of hardware support, Windows enablement, and browser.
- 6th generation AMD or Intel CPU or later
- installation of the Microsoft HEVC Windows extension (available in the Microsoft Store for $0.99 USD)
- Edge browser.
In general, the browser needs to be either Edge or Safari (Mac) - which I think rules out playing them on the ChromeBook. Though I don't use ChromeBooks myself, so there might be another option out there for them.
