I have a new Meraki network that requires that I enter a login ID and password after joining the SSID?  How do I join my camera to this new network ?

You can't.

What you can do is get a compatible base, and connect the camera through that base.  Note the base connects with ethernet, and I am assuming that your network won't require entering a login ID/password for ethernet connections.  https://kb.arlo.com/000062284/Arlo-SmartHub-and-Base-Station-Compatibility

Alternatively, set up a second wifi network that doesn't have this restriction.
