Fully charged device not activating

I have charged a low battery, reinstalled, shows 99% but the camera will not activate on my phone. 
any suggestions as to why?  It’s all shaded out as though it’s disabled but in fact is enabled.

If you reboot the phone and maybe reinstall the app, does it then work properly? Are you getting notifications and recordings?
