I have to replace my Arlo Pro cameras, model VMC4030 due to the End of Life policy. I currently have the VMB4000 base station.  I’m thinking of upgrading to the Arlo 4 cameras.  Should I upgrade my base station also????  Also, I notice Arlo has “base stations” and “smart hubs”.   Is one better than the other?  I already have a Smart Premier subscription in case this makes a difference.

Probably that's been converted to Arlo Secure - you should check that.

There's no need to do that - the VMB4000 base is compatible with the Pro 4.  Plus the Pro 4 can also directly connect to your home wifi.

The two smarthubs (VMB4540 and VMB5000) both support a feature called "direct access to local storage".  That would allow you to see locally stored recordings (on USB for the VMB4540, microSD for the VMB5000) from the app.

Some here use that feature instead of having a subscription.  But there are a lot of limitations, so IMO it does not provide a very good experience.  Plus cloud storage isn't the only subscription feature.
