Can we enable Continuous Video Recording (CVR) with local base hub?

Need this feature.

 

Devices:

4XArlo Pro 4

4XSolar Panel

1 Base Hub 4500

 

Can I enable this feature without paying more money?

 

If not, do I need to wire all cameras? Or can I active this feature with the solar panel connected?
