Can I access SmartHub recordings without subscription, and do the cameras stream 24 hours?

Hello all,
I have some questions before I commit to buying Arlo security devices. I am looking into purchasing the SmartHub Ultra and 4 Alro Pro 4 cameras.
-If the Pro 4 cameras are connected to power via the outdoor power cables and connected to the Ultra SmartHub, can the cameras be configured to stream their video feed 24/7 instead of only when they detect movement?
-If the recorded video is locally stored on the Ultra SmartHub and the SmartHub is connected to my Internet router, can I view the video footage on the mobile app without paying for a subscription?
-Can the locally recorded footage on the Ultra SmartHub be viewed from a PC via web browser? If so does that require a subscription?
-Does the Ultra SmartHub have a video out connection such as HDMI or DisplayPort so the footage can be viewed on an external monitor, such as a television?
-If the Pro 4 cameras are connected wirelessly to the Ultra SmartHub, what wireless protocols are used for data transfer (ex Wi-Fi, Zigbee, Bluetooth, et cetera), and what is the maximum range for the protocol while using the Ultra SmartHub?

Only with a CVR subscription - and those recordings go to the cloud, and are not stored in the smarthub.

Yes, but there are several restrictions
- no ability to save manual recordings
- no access in "friend" accounts
- no thumbnails
- remote access requires router setting changes, and is not possible with some internet providers (for instance mobile broadband).

No. FWIW, subscription status isn't relevant for this. The browser can only access cloud storage.

No.

WiFi. Though it is closed, so only the cameras can connect to it. It has also been tweaked by Arlo to improve power efficiency.
Range is the same as normal WiFi.
