I have a neighbor that has decided to point black lights at my camera's at night, so I can't see whats going on near my property line. Is there any suggestions on how to make the camera's can record video without them being blurry

I wouldn't think black lights would be a problem since they use the opposite part of the spectrum than the camera (they are UV while the camera uses IR). However, I haven't tried it so can't be sure how the camera would react.
Can you point the cameras down or reposition them and still get the coverage you need?

I was wondering if they actually are IR floodlights, which could have an effect.
Re-positioning could help. If they are IR, you could also try turning off nightvision (just depending on the Pro 4 spotlight/low color mode).
You could also try working with your neighbor - he might be willing to reposition the lights a bit, as long as he has some assurance that the cameras aren't picking up his property.
