You could purchase a smarthub (VMB4540 or VMB5000), and attach at least 16 GB of storage (USB drive for the VMB4540, microSD for the VMB5000).  Then configure direct access to local storage.  https://kb.arlo.com/000062337/What-is-Direct-Storage-Access-and-how-do-I-use-it

There are some limitations when compared with cloud storage:

  • Recordings are only accessible from the app (not the browser)
  • Recordings are only accessible from the primary account (not friend accounts)
  • No ability to make manual recordings or snapshots
  • no thumbnails
  • remote access to recordings requires router setting changes that some find difficult.

Of course there are other features that you also lose - cloud activity zones and smart notifications for example.
