when I press the reset button on the 4040 camera and the App does a search it can not find the camera.

I have had a basic Arlo VMC4030 plus  an Arlo Pro3 VMC 4040p both running with no problem for a few months through an Arlo base station VMB4000.

the battery gave up on the 4030 and I have been unable to recharge it, either a faulty battery or charger. I also charged the 4040 and that disconnected from the base station, since then I have tried to reconnect the 4040 with out success. I have tried resetting the base station , disconnecting it and re connecting it, and it appears to be set up properly, and shows up connected on the App. However when I press the reset button on the 4040 camera and the App does a search it can not find the camera. I must have tried over 20 times and it just will not connect.

Help please!!

If the camera is still in the account, then try removing it, and then use "add device" to add it back.

 

You can also try the hardware reset - opening the camera button and holding the sync button inside until the LED flashes amber (about 15 seconds).

The pro needs a charger that supports Qualcomm Quick Charge.  You could do a risk-buy of a replacement charger (or get a standalone charging station).
