Water made it into the waterproof housing. There was no damage to housing and now the camera is blurry

Like a wet cell phone, you can open it up and dry it out with rice or other specific drying agents. This may or may not help, depending on exactly what happened.
Water inside the camera is likely to be due to incorrect closing of the battery cover. Maybe it wasn't fully closed or the thin O-ring got displaced, damaged or lost.

I do tell people to use a silicone grease on the orings for long term dryness.
