SmartHub will only work on one phone

I have two Arlo Pro3 cameras with the SmartHub. I have the hub and both cameras set up on my app. I've shared my Arlo permissions with my housemate. He can add the cameras, but for some reason he cannot add the SmartHub. We're both on Android. Can the Hub be linked to one phone only?

The friend account feature lets you cameras, but not bases/smarthubs.
