Second account can't access Basestation library

Second account and grant the administrator right , live view is ok but can't access Basestation library. How can fix it?

If you are talking about the local storage, then you can't.  Direct access to local storage is limited to the primary account.  So you'd need a subscription in order for the second account to see the footage.
